There are many options.

One option I like is stills images made with camera+gimp+ virtualdubmod.

download software:
GIMP: http://www.gimp.org/
VirtualDubMod: http://virtualdubmod.sourceforge.net/

Create frames:
import your picture(s) to the computer / you could even draw images without ever taking a picture/ use royolty free images you find on the web (flickr has tons)
create a new GIMP image with a black background in the desired format (DV NTSC=720x486, DV PAL 720x576) - there are templates for that purpose
copy/paste your your picture(s) to an appropriate size in your new GIMP image
export jpg images and name them 01.jpg, 02.jpg, 03.jpg, etc' (maximum quality - don't compress!)

Animate:
Open VirtualDubMod
File -> Open video file...
Select frame 01.jpg - all frames are loaded
watch your creation in VirtualDubMod, filter it, cut it, etc'
File -> Save As... -> name your file.avi -> Compression -> Change -> use your favorite codec -> OK -> Save

share it with the world.
